What You'll Do:

The Ohio Department of Health's Office of Human Resources is seeking a Labor Relations Officer 3 to coordinate and monitor all aspects of labor relations. This position will:

  • provide advice to all levels of management on labor relations matters and contract interpretation 
  • assist the Labor Relations Administrator (LRA) in planning the labor relations strategy for the agency
  • identify and analyze crucial labor issues and trends by consulting with LRA and chief of Human Resources, executive staff, and agency supervisors
  • investigate requests for discipline and prepares investigatory reports
  • prepare and present group trainings on labor relations topics (e.g., contract administration, disciplinary action) to managers and supervisors
  • under the direction of the LRA, serves as agency’s primary Equal Employment Opportunity (EEO) officer to ensure compliance with EEO and affirmative action programs in accordance with applicable state and federal regulations (e.g., Civil Rights Act of 1964, Title 6 & 7, Governor’s Executive Order 2019-D, Federal Executive Order 11246, Administrative Rules 123\:1-49-01 through 06)
  • prepare and maintain correspondence and administrative reports and records (e.g., grievance files & records, discipline file until decision made; case files for administrative hearings (e.g., mediation, arbitration)

The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.

Unless required by legislation, the selected candidate will begin at Pay Grade 14, Step 1 of the exempt Pay Range Schedule ($37.53 per hour), with an opportunity for pay increase after six months ($39.67) of satisfactory performance and then a yearly raise thereafter.

The final candidate selected for this position will be required to undergo a criminal background check. 3 yrs. exp. in collective bargaining, which included contract administration & management representation with regard to grievances &/or negotiated agreements (successful completion of the OCB Academy may be substituted for 6 mos. of required collective bargaining experience referenced in this portion of the minimum qualifications; applicants who completed OCB Academy prior to 1/1/2018 may substitute 12 mos. exp.).

-Or completion of undergraduate core program in human resources management AND 12 mos. labor relations/collective bargaining experience which included contract administration & management representation with regard to grievances &/or negotiated agreements (successful completion of the OCB Academy may be substituted for the 6 mos. labor relations/collective bargaining experience referenced in this portion of the minimum qualifications; applicants who completed OCB Academy prior to 1/1/2018 may substitute 12 mos. exp.).

-Or 12 mos. exp. as Labor Relations Officer 2, 63472.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
